In the manual, it says , when adjusting the shock preload.. loosen the locknut, and turn the ajusting ring in or out. when i use the wrench to turn the ring, the whole shock turns, and not just the ring..

that is confusing and difficult. I had a Honda shadow aero that was a breeze to adjust pre ride, they had a wrench in the tool kit. These shocks in the softail are so awkwardly placed on the bottom and no tool...it is crazy...more comments and lot of help needed here...
You need to loosen the nut and turn the shock with a special tool. The tool fits into the small grooves on the shock an allows you to turn it easily. Not sure where you can get the tool, probably the dealer. I just had my shocks tightened to compensate for 2 up. Out of the factory they seemed too soft. Dealer adjusted them for free.
Yes, the whole shock turns. It's really no difference between holding the shock and turning the shaft or holding the shaft and turning the shock. I don't know why they describe it the way they do.
I agree, shocks are too soft for two up riding. I have scraped the bottom of my frame rails and my mufflers with both my wife and I on board. Don't forget to add air to the tires for the extra weight, 36 front, 40 rear.
