If you do one or the other (AC or pipes) you do not need a controller (and dyno).
Once you do both, which changes the airflow through your whole system, then it is advised that you get a controller (there is a bunch and I am not touching the subject of which to go for with a ten foot pole from a mile away)...you can get away with not getting one, but your bike with run better with one.
