There is plastic plugs used in the woodworking industry to cover srcew holes that I have used that look O.K. Try any quality kitchen manufacturer in your area.
Or, you can weld the holes over, throw away the two up seat, get a suction cup clip on for emergency passengers, and mostly ride single. I tried this, wife didn't like it much![&o]

My Standard had exposed allen head screws holding the handle bar clamp. I got some chrome covers at the Harley shop which covered them making the whole thing look better. Maybe you could screw in an allen head screw and put the cover over it. So, it would look like a solid chrome cap. The link below will give you an idea of what they look like. These fit hex head bolts but they have them for allen head bolts and they aren't as expensive. If you go this way, you might want to put just a dab of silicone adhesive on the cover before you snap it on. Rotzaruck
