It is longer bolts. I had to shim a little to make sure they were flush on the inside of the fender, but worked fine. I use the detachable backrest from the company and it works great.
Only true 100% waterproof lockable bags I know of are hard shells. Harley makes some, as do some aftermarket. You will more than likely have to rig up something to work with the fatboy. I'd look into ghost brackets for a fatboy, then drill the fiberglass hardshells to match.
If money is no object, Corbin sells ( at least used to sell) a line of hard bags called beetle bags. Looked a little wierd for my taste, but that's just an opinion.

I think with the Night Train the biggest hurdle is getting something that is large and waterproof and yet still looks good with the bobtail fender. I just looked at the beetle bags, and I think they would look a little kooky on your scoot, as they would continue around past where your fender ends.
