Default Holes in rear fender

Ok guys got a Q for ya. On my 07 Fatboy under the passenger pillon pad you have 2 extra holes with the rubber gromets in them. My question is what are those holes for and does someone make other types of plugs or something to make it look better than the way HD make it ?

one of the holes can be used for a bolt to attach to the other is round and was used to hold the fender when painted. I put the notch in mine so i could use a bolt for my luggage rack i made. The rear bolt was for the stock pinion seat. the forward bolt is used for after market seat and i believe the svo seat. harley sells a chrome screw in plastic cap for the pinion hole if you ride solo.

I used these on my Deuce. got 'em from chicago HD.
