to check the stator should the bike be running or off

I just had to have my stator replaced. The stuff I read said it should be 25 volts at idle and 60 to 70 volts at I think it was 3500 rpm. That's what mine was showing. I had nothing coming from the voltage regulator so I bought a new one for $110.00, and still wasn't showing to be charging. Finally had to take it to a local bike mechanic. He checked everything and since the stator was showing to be putting out, he thought it was maybe a short somewhere. I told him to go ahead and pull the stator(I just had a feeling it was something to do with it) and luckily it was the stator. Even though it was showing to be charging. It had a burnt leg.
