Default Bolt size question

Was about to get the frontwheel of my 2008 NT for a new 90-90-21, so loosened 1st axle-nut on the left....no prob!!!

Then the two on the right hand side, tried diff. kinds of sizes allen-keys, 7/32 to big and 3/16 to small .....both was a no-go!!!

Anybody knows what size it is???
