Dont laugh.. I bought a scrub daddy (you can control the level of abrasiveness with water temp).. I was done with both rims in under 90 mins..

Wet with hose, apply S100 Total Cycle Cleaner to wheel, rinse with plenty of water, dry, wax with Turtle Wax Ice, done.
