When I was racing dirt bikes, we used hair spray or clear lacquer. You really do not need much of either to get them to stick on the Harley. The control housing clamps on the end to hold it on the bars. The spray(either one) will keep the rest of the grip secured on the bar.

I would not use any type of tape. You will end up getting it bunched up in one spot and making a bump in the grip.

Actually the double sided golf grip tape will not bunch up, it is very thin. I needed something like that to hold on my grips because they were billet aluminum and the hairspray would not work on them. The double sided taped worked like a charm on the aluminum grip.
