NellyBell, A Heritage and a Deluxe are not different bikes at all in how they handle. The deluxe already comes an inch lower than the heritage. The Heritage already comes with the bags and windscreen. If your wife sits on the deluxe and can sit flat footed \\; then maybe the cheaper way for you to go is with the Heritage and then buy the low profile shocks (which are on the deluxe) and install them on the Heritage. It's very easy to do as well so you could do it.
I think if your wife can handle the bike... it's a good choice. I see lot's of lady riders on Heritages and Street Glides around here. My wife is 5'4" and she sits on mine flat footed.
