The shaft that connects the foot lever to the front linkage arm has rusted. You'll need to take it apart, sand the shaft back smooth, clean the plastic bushings, lube with some grease, and reassemble. This can be checked by taking the shift linkage loose from front linkage arm, if foot lever is tight, then the above solution will fix your problem. If it's tight at the lever at the transmition, oh-no!!!

Mine occasionally sticks too, used generous amounts of WD-40 at the joints i could get to, and that helped.
Weird enough, it seemed to only happen when I went on trips though...
Doesn't stick whenever I go for my weekly night rides after work (11p-2am)
But I think I might try giving it some real grease this season.

every 5000 miles or every year pull the shift shaft from the mount in the footpeg bracket & clean the bore, the shaft & o-rings & grease it lightly & you will never have this problem.
more often if the bike gets wet a lot.
it can ruin a ride so it pays to do it before it's a problem.
wd40 may work for a while but it's not the same as fresh grease & a good cleaning.
any good waterprrof grease or even lithium grease is fine.

You will likely see a lot of crud built up on the splined shaft and inside the corresponding boss on the transmission. Clean out all the crud from the transmission boss. Pick up some emery cloth and marine grease or thick lithium grease. Use the emery cloth to polish up and clean the shaft where it got corroded from inside the transmission boss. Liberally coat the shaft with the grease and put it all back together. Your bike should shift nice and smooth again.
