The toughest would be if your heritage tins have the fender lights.. If so, you have some wiring to do to essentially copy the heritage fender wiring harness front and rear.. This means running power down your forks to the front.. also something to consider.
But, if no lights, such as with stock fatboy rear fender or the clean FL front fender, I think you're good..... This I would like to see, by the way.. I've considered it at times myself.. As going to a clean FL front fender is really the only extra part you'd need if not doing fender lights.

It all depends on the years, but if the years are interchangeable yes. The bikes are the same frame in each year model that matches like 2000-2006 etc. There are a few differences here and there like the bracket for the fuel pump on certain year models (can't remember which is which right now) but I bolted a front Heritage fender on my fatboy too. Gotta do it to get that 21" rim under it.
