Yep.
Below is '06 Fatboy fenders on my '02 Night Train. The wheels, however, are Black Bike spokers, and the fork is Storz Racing.
You will want to pick up a Fatboy taillight wiring harness to make life a bit easier, though you can do without it, if you're willing to dismantle the NT taillight. Everything else is strictly bolt-on.

Yep... front fender is a direct bolt on.. holes match up fine...
don't know about back fender..

The '07 might have the fork spacing different then my '03.
If you know someone with an 07/08 fatboy....get his
wheel and see if it fits w/o new spacers/brake alignment.
Might work for you..
If I hadn't worked with the 1/4 inch offset my tire would have
ended up rubbing against the fender.
