You should also check that the plunger in the master cylinder is being pushed completely back out when you're off the brake. Even the slightest amount of pressure on the cylinder will cause the pads to ride on the rotor and overheat it.

Installed new caliper assembly and new bolts. Brakes still drag some, not as bad. I just don't know. Somebody look at the caliper as they step on the pedal, does is move out or more like twist out like mine does?

seems everything is now fine after many miles. The pads had to wear at an angle, top to bottom. Had severe squealing after everything wore down but brake quiet glue seemed to fix that.

The caliper slides back and forth on the mounting bolts...........remove them ,clean them ,and grease them..........then it will not bind and release easier
If your caliper is sliding back and forth, you've got problems. Harley calipers are fixed not floating, that's why they make so much money selling floating rotors to make up for this engineering deficiency.
