Default 1983 Low Rider has both a kickstarter and a Start button

Can I assume that it starts using either the start button or, if the start button isn't working, then the kickstarter can be used to start it?
(Just wanted to make sure it didn't require anything to be done simultaneously w the start button and the kickstarter)

You can kick start it or start it with the button. The choice is yours.

also, if the battery is completely dead, would the kickstarter still be able to start it? (it attempts to start w the Start button but not enough power to turn it over - there is gas in the tank and the choke is on)

You need enough voltage from the battery to energize the ignition coils, otherwise there will be no spark and the engine won't start.
Usually a low battery is enough, but not a dead battery.

It's been 38 years since Harley put a kick starter on a bike. So yea, a whole lot of folk have zero experience with them.

Just like lots of folk have zero experience with drum brakes, chain drives, or manual ignition timing.

I'm having a hard time finding any compassion, forgiveness, or understanding for anyone these days that doesn't at least want to learn how something works.
And yes OP asked here so that is something I'll give you that. I gues it's just this thread I chose to rant on.
How does an Internal Combustion Engine (ICE) work? Is it magic? My grandson at six years old when asked that said "You turn the key and it goes!" But really how many people these days (including those that call themselves bikers) actually know? I'm baffled at the recent questions I see.
I admit, I'm old (71) and grumpy AF these days but is it really just me? For crying out loud nobody seems to know suck, squeeze, bang, blow. (intake, compression, power, exhaust)
So for the OP and others, provide ignition and fuel and turn the motor over. With whatever method. Pull, kick, push, or thumb a starter!

I need a Valium...
