Not making excuses but nothing has been the same after that Covid Crap! As a reseller of pro electronics backorder has become the norm, For 20 years I could do a custom job, order product, install, finish, get paid all with-in 30 days, the norm now is 60, 90 to 120 days plus from start to finish and the norm is for products I count on, thought would be around, vanish from the market! I simply had to adapt my expectations and I let my customers know upfront "It ain't 2019 anymore"...
When I purchased my bike the SE 128 kit was on backorder, I didn't even question it as was like okay lets look at a plan B. Models drop from the line up, its life... I walked the Dodge / Ram lot the other day, the V8 HEMI, Hellcats GONE! It happens...
OP, life is too short, just buy a aftermarket luggage rack from J&P for $120 and a $5 bungee and ride that new bike and be thankful you have the health and the wealth to be able to own and ride one.
Its that glass is half full not half empty kinda thing. its not like gas is on backorder or anything... If Harley drops the Heritage line, be glad you got one when you did.

I have to agree with the OP to a degree. This crap is happening everywhere. I was just getting ready to make a purchase on an item that needed an accessory piece to function the way I needed it to but the accessory part was unavailable and would not be available until November ( maybe ). So I bought another manufacturers product that met my needs.
Everyone’s right above, you need to do your due diligence before buying.
