sand blast with aluminum oxide media

I reckon a wire wheel might work too, but figure aluminum might look pretty scar'd up with wire wheel to get all the coat off

blasted with aluminum oxide won't scar it

If APR does not get it off, mechanical means are required. I have had success with abrasive wheels and wire brushes on a drill, takes some time but will work. Then maybe a little polish after. Powder coating is tough, but it is not Kevlar, it will come off. Good luck.
Worked for me many times on some really tough coatings

The easiest way is in a sandblaster, but what do you want the finish to look like when done?
I have home powdered many such small parts like derby and points covers, so blasting is great for re powder not so much if want shiney
