My guess... he's FOS. I don't see anything unique about those laced rims in the video. I don't see anything on the Heritage specs that suggest that the new Heritage has tubeless laced rims. If it did, I would think that fact would be prominently noted in their specs/sales info. It they are essentially the same rims that I have on my '18 - which is what they look like - then I can tell you that they are not tubeless.
Maybe this dude read "tubeless" on the sidewall of the tire and thought it meant that the rims were tubeless. Not the same thing. Tires can be tubeless (most are), doesn't mean the rims are.
IIRC Harley played around for a year or two with tubeless laced rims some time ago. They stopped offering them not too long after they brought them out. Perhaps for good reason. AFAIK, Harley has never offered a standard looking tubeless laced rim since. There are of course newer designed tubeless laced wheels on the PAs and CVOs and they are clearly called out as such in the listed specs for those bikes.
I have a 2012 Heritage. I have tubeless laced rims. Yes, they were an option for a year or two. I have always run them with tubes. All dealers I am aware of always installed tubes as well.
You could probably find someone selling the tubeless rims and try it.
My 13 deluxe has the smooth non stepped rims and they are tubeless. I have several tires installed and my indy puts new flaps/liner in each time. He says those flaps/liner is what allows the smooth wire rims to run tubeless. My owners manual says do not put tubes in this type of rim, but always replace the flap/liner with a tire change.
