I would guess they shouldn't charge over an hour, unless they felt they needed to remove the shocks to gain proper access.....

Okay then there is no need to remove the transmission case to install the time-Sert? Just shocks?? I am guessing using some grease to trap the small shaving after drilling and vac out with shop vac will work? Maybe flush the transmission with some fluid as well might be also worth while??

That's how I would do it... and I wouldn't pull the shocks if I could get it high enough on my lift table and I had a straight shot with the drill.....

I'd grease the drill bit, and flush with kerosene or diesel fuel when done....

Disclaimer: I'm no transmission expert, but I would feel comfortable installing a time sert in my trans plug area as outlined above...

In answer to your original question on 'how much labour hours' below is from the 2005 H-D Time Code Manual, this is a 'Guide' to how long H-D thinks various task and operations should take.
Dealers can use this to help estimate costs, but remember this is only a guide and assumes everything comes apart as it should and all parts are ready for replacement with not other work or repairs required, so a dealer will often have to schedule more time!

To replace the gear case you also need to allow for all the primary and exhaust gaskets & seals too, this on top off the gear case seals etc. that will need replacing, all the above mentioned alternatives will be by far cheaper in labour and parts!

It took maybe 2-3 hours just because I flushed the transmission to remove shavings several times because I over think things. I didn't have to remove the shocks but it was a tight squeeze, doable but takes patience.

Good news dealership was able to retrace the threads on the drain hole.
