Was it always this way since you got the bike? if so it may have been build with the wrong master cyl or slave cyl. If it has always been this way have you tried to bleed the system? That would be where Id start, flush and bleed it.
If its still hard to pull contact S&S or Jims or what ever clutch is in the bike and maybe you can change spring or action (EZ Clutch kit from HD, Burley Boyz, J&P or others) before trying a new master or slave cyl.

try bleeding it out and new fluids see how it goes. I and stripping the bike down to re do it. Want to change the color so will get a good look at the clutch then also
