Good luck. Here's another post about the Mode 23 issue:
https://www.hdforums.com/m_1851765/tm.htm

I can't find the link where someone mentioned that the popping went away when they installed the Quiet Baffles w/V&H True Duals. I've met two other guys in Providence that have True Duals and I heard it for myself - no popping at all w/the Quiet Baffles. And it does sound better w/bafflesthan stock - a more deep sound and not quite as loud.

Thanks Navy, I will go look at the box. I contacted Vance and Hines a few weeks ago, basically got the same info you did, with nothing helping. I agree with you, I don't think they have this set-up right and I'm not so sure they care. I did order the quiet baffles this morning and will try that set-up. Hopefully I will like it and I'm not just throwing good money after bad. If this doesn's work, I'm going to take everything off and go back to stock. It sure would be nice if Vance and Hines would tell us what each code means and what it effects, then we may be able to adjust things ourself. Went on a 300 mile ride yesterday, listened to popping and gurgling the whole trip.I also have adefinate hesitation in throttle response when accelerating from cruising speed to passing speed.

I would not waste your money on the FuelPak it is a 50\50 chance you won't get popping on decel. It's a cheap way out but I would talk to Harley to see if they can remap your controller. I have a couple of friends who had Harley remap their controller and they run fine. I went with the FuelPak and I get popping on decel and the HACKS at V&H won't help me. That's another story and I hope you don't have to deal with those HACKS.

Price is about the same as a FuelPak... Let us know how you make out. Glad I could help someone from dealing with those HACKS at V&H.

my Buddy who is a mechanic at local Harley Dealer said to watch out for the fuel Pak and Power Commander. They have seen it installed in several Bikes and have had 4 bikes come in with blown ECU's whcih Harley wouldn't Cover since they had installed something other than Harley on it
