Default spring cam chain tensioner

I installed a new tensioner secondary inside ( spring type ) on 2002 TC heritage. With the tensioner pad against the chain i find turning the cams by hand is very difficult. should this be this way. ?
I knew there would be some pressure against the chain, but i didnt expect that much.. Should I not be concerned about this. ?

The spring loaded tensioners make a lot of drag and wear quickly. This why Harley went to hydraulic ones. So yes what you fell is correct.
