Even though you did all that, check your fuel pressure. You may have also kinked the fuel line when you reinstall the fuel pump in the tank. I assume you can hear the fuel pump running when you flip the ignition on. I don't recommend using that starter fluid again.

Hard to tell exactly what is going on from your description. Does it run 2 seconds and die without starting fluid, and you can force run it with starting fluid? I agree with Pitbull_Dallas that I would avoid running it on starting fluid. Sounds lie you have established that it has compression, spark and it is in time.
Either way, if it fires on the starting fluid it is more than likely a fuel delivery problem. Like Pitbull_Dallas suggests, a good first step is checking your fuel pressure. If you don't have any fuel pressure you can start at the pump. Make sure it is running and even though you changed it make sure it is installed correctly, no hoses pinched, all the simple stuff. Does it have fresh gas? Did you change both ends of the quick connect fuel line, or just the tank side?
Best first step is checking to see if you have fuel pressure or not and work from there.
