Andy, I put that same license holder on my 06 Deluxe and had the same problem. After a little while and a few choice words, plus a garage full of tools I came up with this. The problem seemed to be in the curviture of the pulley, soooo I took an allen wrench (just one) and bent it to be more like the number seven. This required a vise and a trusty hammer. In minutes I had a new little tool that worked great and restored my faith in good ole American do it yourself attitude. I had that sucker bolted on in minutes and a nice little tool I carry with me. I put mine on in about 10 minutes. I don't recall any specifics but it wasn't a big deal. I think I might have loosened the lower pulley guard to give me some wiggle room but that was it.
