You could probably do better, but as with many things, it depends on a lot of factors.
If the mods are stuff you really like, they're already done, so it won't be an extra expense.
What is the overall condition?
Does it have a solid service history?
Are there things about it that you don't like that will cost money in the near term? For example, are the bars and exhaust exactly what you would want? If you paid $9K for something you'd have to change, you'd be close to the asking price if this one anyway, unless you can do the changeover work yourself.
Exhaust +$1000, bars, +$200, tires, + $500, etc., just for the parts not counting installation, (except tires)
Can you negotiate the price?
Here in Central California, a Heritage/Deluxe in that year range typically is in the $9 to 10K range. Other parts of the country can be had for less.
