Think the moral to this story is "Buyer Beware" when buying on evil-bay. Hope you get this sorted out though.

Several legitimate reasons there could be no locks. I wouldn't lose sleep over it.

I got my bags off a buddy who went down a few years ago. Insurance replaced the bags when there was nothing more than scratches to them. He just swapped the hardware and I bought that separate. Sometimes the back story is as simple as that.

If everything was above board, the damage would have been stated in the listing.

Maybe the missing locks was the reason they were being sold in the first place.

Didn't you know that the bags you were buying didn't come with locks? Maybe the seller got new bags for his bike that didn't have locks so he kept the ones from your bags. Maybe they were special locks and the seller wanted to keep them. Maybe the seller sold the locks separately for more cash. What makes you think they might be stolen bags?

Impossible to prove that they are stolen. As others have said, there could be many reasons for a missing latch. Move on.
