Depends on what pipes you run. Seems like they'd have to be either very short w/ a turnout/down or loooong and pretty low in order to make a right side swing arm bag work.
Are you trying to figure out how to do a swingarm bag and side mount license plate on the same side? If so, that's what I've done. Bag is mounted with a bracket I built so it sits a bit further forward than if I just strapped it to the swimgarm (mounted to belt guard mounting holes) and license plate is mounted off rear axle rather than swingarm.

Ya, not sure if this is what your asking, but I have a side mount plate mounted to the swing arm and a swing arm bag on my Breakout. I rarely carry a passenger, but the peg is usable. This a Leather Works bag, it's 5" deep but they make a 3" deep model that would leave more space for a passengers foot. They also make a narrower bag, specifically for use with a side mount plate, which would leave a lot of room around the peg....If you want to put a bag on the right side, then like NSR said, it depends on your pipes.
