Who rides in the winter
I see many comments about those who park their bike three months out of the year. In my teens and early twenties while living in Indiana, I was on my bike unless there was snow or ice on the road... even in single digit temperature. These days (a few decades later) I still ride in the winter as long as temps are mid thirties or higher.
So, who rides and who throws a cover on it?

My stopping point is 36 degrees as my glasses will ice up after while when colder at time.
I also will not ride if salt has been on the road as it is pain to clean up.
In SW Ohio, I can ride during the winter at times most years. I rode to work twice this week.
I have engine guard covers and hand control covers for my Heritage and those are very helpful.

When the OP asked who rides through the winter, I don't really think he was talking about guys who live in Florida, Texas, and California! HA!
While it's not as cold in the part of Idaho where I live, I do ride all winter, weather permitting. If it's above freezing and road is dry, I'll ride.
