Some drag is normal when pushing in gear, or trying to start in gear. And the clutch plates can stick after the bike has been sitting for a while.

and last thing you wanna avoid doing in a situation like this (when clutch basket tension is tight) is starting bike in gear.

I got it all figured out. I adjusted the clutch and then readjusted the cable tension. Took it for a test ride and everything seems to be good to go. Must say switching handle bars is a little more work then I thought. I greatly appreciate all of you for the help.

Good that you got her all figured out.

When I swapped out my bars and clutch cable, the only adjustment I had to make was with the cable itself. I figured if I didn't touch any of the mechanics in the clutch itself, I shouldn't need to worry about it when replacing a cable. Everything went together fine for me.
