Default Tire to fender spacing

Currently I have a swing arm mounted fender on my bike so I only have a 3/4th inch gap between my tire and fender. I am changing my rear fender to a frame mounted fender so I can have a passenger again. My bike is lowered 1.5 inches and I don't want to lower it any more so I can have ground clearance. I would like to mount the new fender lower but not sure how low I can mount it so my tire does not bottom out with a passenger. I was think I can mount the fender 1.5 inches from the tire and still be ok. Does anyone know the total travel of the tire?

Remove shocks...move swingarm up till it hits bump-stops...look at how much room you have left...you will probably find it is not worth the trouble to remount fender.

My new fender is a blank so it does not have any mounting holes in it to start with. I may just unhook the shocks and lay the fender on the tire with a 1/4 inch space during mock up. That way it won't be able to bottom out
