Idle Air Controller, small electrical motor that spins forward or back and adjusts how far a spindle fits into the throttle body, thus controlling idle speed. If you open the throttle blade without the air filter you can see it in action when you turn the bike on so you can see if that's your sound.

I replaced mine with a mechanical idle control so that I could control the idle myself, but left the original one wired up next to the manual one to prevent a CEL. I can't hear mine making any noise, the fuel pump priming drowns it out.

That's your idle air controller. Look up in that hole above the throttle blade and you will see it moving. It's a pintle on an electric motor. I could see it moving in the last video.

I would love to...but I'm afraid to make the bike run more lean than it already is, without a tuner

it won't hurt nothing your bike is berthing thru a straw. it'll let it berth better. won't make it any leaner.

The stock air cleaner is not a restriction on a such a small engine. Here are dyno sheets in my thread where I asked this question to prove it. 3/1 rwhp/rwtq on a 103 engine.

If you like the style of another air cleaner that's another story but don't buy one expecting much in the power area. I bought a HD round bar and shield street bob air cleaner to replace my stock football just for the looks.
