Default OK one last question about wheel spacers

Today I had the tires changed on my 2012 Fatboy.
After I got the bike home I noticed the mechanic installed the rear axle spacers
with the grooves that run around the circumference of the spacers inwards towards the wheel.

I am almost positive that the spacers from the factory had the grooves facing outward away from the wheel. I checked the service manual and it doesn't say one way or the other. I called the service dept. and they said it doesn't matter which way the grooves face.

So once again I am asking you guys what you think. Does it matter which way the grooves face for the rear wheel axle spacers?

Also I had the mechanic install new rear brake pads and when I put the bike up on the lift I notice quite a bit of drag from the new pads (more that normal). Also I noticed that I had quite a bit of brake dust on the rear wheel after a 60 mile ride home from the shop.
Is this to be expected and how long does it take for the rear pads to break in so they don't drag as much?

I know that's two questions but I just can't help myself.

If you think your rear brake is dragging, bring it back to be fixed correctly.

I would but the shop is 65 miles from my home.
So I wanted to get some input before I have to make the trip

The grooves are a leftover from older models that had to have a chamfer, I believe, on a particular side. I have heard and have indirectly confirmed (due to never worrying about it) that it no longer makes a difference. In fact, I think if you buy aftermarket chrome spacers they don't have the 'groove' on them at all.
