Default risers

I'm putting a new set of risers and carlini bars on my 2007 fatboy, I had to cut the factory bolts for the new risers. The bolt thread is just enough to catch the riser I tighten it till the bolt bottoms, but the riser can still be turned with some effort.
What I'm wondering is if you are tightening against the bushings is it ever really locked a 100 hundred percent in place or is it when you put the bars on it locks everything the rest of the way.
I did lock tight the bolts and if I were to cut anymore off the riser bolt I don't think I can catch it in the riser.

How far does the bolt go into the riser? Are the risers threaded deep enough? Not real sure about the tightness, but I would think you shouldn't be able to turn them.

I was turning the riser and the bolt head below turns when the riser turns, the new risers have a short thread area but like I said anymore off the bolt and it cant be caught.
It's not super loose just can't seem to be locked from turning, that's why I wondered if its because it's tightened against bushings.
The bolt does seem bottomed out in the riser.

you should have at least 1/2" of the threaded part of the bolts above the bushings . the inner spacers are there to act as a positive stop for the bolts .replace the original rubber bushings with polyurethane bushings ......install your bars and tighten them up using blue Loctite

Ok that makes sense, I have new bushings and everything. So the spacer stops the bolts, and yes using blue locktite.
