Comfortable Handle Bars for Shoulder and Neck Pain

I have a herniated disk in my neck and it causes my shoulder and arm to ache after long miles. I'm hoping by changing the bars I can alleviate some of the discomfort. I have an 09 Deluxe. I'm wondering if I should go with a taller bar like the Heritage bars or a mini-ape, or stay with a traditional bar but with a pull back riser? I'm 5'5". Any one else change their bars and relieve neck or shoulder pain? Any advise would be appreciated.

The height of the bars isn't the only issue for comfort, the grip angle has a big effect also. The bars on my 2014 Heritage weren't bad, but I still found the grips were pointed too far back for me. I swapped them out for the Badboy Stretched bars from Khromewerks, about the same height but a much more relaxed grip.

I'm just shy of 5'8" and had C3 / C4 / C5 fused Jan 2001 with cadavor bone and a titanium plate so I know your pain .....
at 1st I installed Road King bars that were 1" taller and about 1 " narrower, next were 3 1/2 risers with 1" pullback and a set of Avon Air Cushion grips. My neck pain is still a daily problem (likely because I push my neck beyond it's side to side limit) but it's not from riding ....
