I just added the HD 10" minis from a 12 street bob to my 05 Deluxe and they are way more comfortable then the stock pull backs. I am 5 10 and they sit right at my shoulders. Also I didn't have to change out cables just internal wired the bars...

perrybell, what risers did you use? Stock 1" Street Bob or?

1" risers - ebay special for cheap. The stock deluxe risers are already 5" high and to much pull back for me.

If she goes with taller bars I have a set of 1" Heritage take offs she can use. Yes, she's my better 1/2.

I liked the bars on my Heritage so much that I put a set on my current Fatboy. They feel natural.

The height of the bars isn't the only issue for comfort, the grip angle has a big effect also. The bars on my 2014 Heritage weren't bad, but I still found the grips were pointed too far back for me. I swapped them out for the Badboy Stretched bars from Khromewerks, about the same height but a much more relaxed grip.

I'm just shy of 5'8" and had C3 / C4 / C5 fused Jan 2001 with cadavor bone and a titanium plate so I know your pain .....
at 1st I installed Road King bars that were 1" taller and about 1 " narrower, next were 3 1/2 risers with 1" pullback and a set of Avon Air Cushion grips. My neck pain is still a daily problem (likely because I push my neck beyond it's side to side limit) but it's not from riding ....
