Default floating rotors

I've got a set of HD floating rotors on the front end of my 2013 bagger. As far as I know there should be some movement however small between the outer rotor and the inner rotor or carrier. I can't see any movement at all and the rivets that hold the two parts together have to be "persuaded" to move or rotate. I don't think this is normal. If that's true what's the best way to free things up?

What brand of rotors?
If they're HD floaters they're actually a pseudo floating rotor. You can buy actual floating rotors, but they're pricey. And they may not be as quiet as what you have now.

.
A rotor is floating or fixed. Part 44942-08A is a floating rotor. The hub and carrier are separated by steel buttons. Designed to improve heat dissipation and reduce warping over fixed rotors.

Galfer and EBC also seem to make good rotors. As HD goes down the performance path, we are going see more of these performance technologies implemented...

I have the HD floating rotors, they're pretty much fixed by the tight fitting buttons between the rotor and the carrier. True floating rotors actually move freely and are noisy.
