Prime it with new fluid and pump it using your fingers to open and close the outlet hole,.... sometimes they come with machine/storeage oils that first need cleaning with brake cleaning fluid as storeage oil can preventthe brake fluid going to where it needs to be
Try bleeding it the usual way and if no luck there, use a vacuum pump. If still having problems, be sure the resevior is full of brake fluid and use a bunge cord or similar and tie the brake lever to the handlebar and let it sit over night. That will allow air to escape to the top and and hopefully get it to a point you have some lever.
If still no luck, try bleeding the cylinder off the bike in a vise using your finger over the fitting where the line connects when the lever is released.
There certainly is a lot of junk out there. I vacuum bleed and on front I do the bungee or pull-tie overnight.
Just curious, when you pull the lever and release can you see a swirl or bubbles when the lever is released?
