JB weld a bolt and washer with the head of the bolt and a washer from the back side to act as a stud and the washer as a solid backing for the bolt/stud. Use a nut on the new "stud" for mounting the air filter backing plate, but make sure you use medium loctite on the stud where the nut goes. Actually, should use medium strength loctite on all three of the bolts (2 bolts and one stud if you go that route). Don't want them coming lose and getting sucked into the carb.
Could even custom grind down an oversized washer to fit nicely up against the back side of the carb flange. JB weld that and the newly crafted stud/bolt and it should be pretty sturdy. Maybe JB weld in a few stages (steps) to get it to fit, build up the missing portion, incorporate the washer in the JB weld process. Should end up pretty solid.
Did something similar 20 years ago to a Cummins diesel fuel filter housing (cast aluminum) and is still holding to this day.
Bottom line, get creative, and you can come up with something that will work.
