Unhappy Not charging....and feel like I'm missing something!

Good morning all! New to the group and have been pounding my head into a brick wall the past few days so looking for a little help!

Little background: Picked up a 2006 UltraGlide Classic from an estate sale. Last registered in 2018. Have been cleaning and debugging but can't get the charging system to cooperate.

Originally found that the voltage regulator was dead and ordered a new one. This is where I now sit:

-20-40VAC out of the stator depending on RPM (didn't go crazy revving the motor as I'm still bringing the bike back to life)
-14-16VDC out of regulator (Direct from pins on regulator) when running.
-New battery

When I put my meter on the battery and start the bike/build RPM I don't see any change to DC voltage. I've ohm'd out the cable from the Regulator to the 40A Maxi fuse and the negative battery cable and both are good. Maxi Fuse is good. I've been going through all the grounds I can find to be sure none are bad. I have not pulled the cable from the Regulator to the Battery yet but may be the next step. Verified the pins on the regulator are correct and the plug is in correctly.

Anyone seen a problem like this? I've watched countless Youtube Video's and looked through all the older posts I can find. Just feel Like I'm missing something simple.

Thanks in advance.

What voltage do you have at the battery?

Battery is around 12.5VDC and as I let the bike run (5-10 min on idle) I see it slowly dropping. Even a good rev to 4000RPM shows no uptick in Voltage

Could actually be the battery. Take it to an auto supply or battery store to have it load tested.

Will try that today. Would that cause me to not see anything on the meter? I thought it would just not hold the charge coming (Believe me I will try anything at this point LOL)

You replaced the voltage regulator. Are you sure it has a good ground?

In addition to the above, check ALL your fuses to ensure they are good, pull each fuse and check for corrosion and check across each fuse for continuity.

Where did you get the voltage regulator from?

Have gone through the fuses but am going to go over everything again. I did get an "off-brand" regulator, but when I put my meter directly on the regulator with the motor on I get around 14V and when I bring up the RPM's it goes to about 16V which, from what I understand, is around the correct output. Hoping to dive a little deeper tonight and clean/check more grounds if possible and isolate anything I can. Electric is fun! (Said nobody ever)

Test says TYPE: Flooded Cell, thought 2006 had AGM batteries. Do not know if AGM tests differently or not wonder if it make a difference.
