2019 Ultra Limited.
Looking to remove the tour pack but need to relocate the license plate.
It's a Canadian bike, so my understanding is the rear end is a bit different (or is that just road glides?). This bike has a center tail light.
Is there a bracket or something I can buy that will attach the license plate to the tail light? Don't want to drill into the fender.
Or any other suggestions for relocating license plate that doesn't involve drilling?

Check with a dealer for HD# 67900167 (chrome) or hd# 67900362 (black) for the HD tag mount that came in the quick disconnect "kit", if you want the tag above the fender brake light.

If you want it below the brake light, just google it and you'll see a lot of people are making those now

Like Ssitruc said, H-D plate relocation bracket and stock taillight lens to mount the plate above the taillight.

Custom Dynamics plate relocation bracket and Drag Specialties taillight lens (with tag light window on the bottom) to mount the plate under the taillight.

 

I used CD's plate relocation bracket and their lit tag frame.... then changed the brake light lens to one without a clear tag window.

If you use that Drag Specialties lens with the tag window on the bottom, be sure to get the LED bulb (about $20) because that lens isn't made for an incandescent bulb.

 

I’m from Ont here is my 2020 ultra limited in sg mode , curved bracket, filler lights for signals and a new led taillight with bottom window, pm me I’ll send the parts list, i get compliments how it turned out as our stock lights have top window,

 

Make a bracket? Mine replaces the 2-bolt bar that goes through the muffler damper rubber.

 

I had the standard fixed rack on my FLHTP when I took delivery which included the license plate mount. I removed it and moved the license plate to under the rear tail light with H-D Rear Turn Signal Light-bar / Bracket - Part # 68629-05 and a curved license plate bracket from eBay:

proper way to connect this frame is to end its harness with tyco 070 connector at necesary length to reach the fender tip connector inside the taillight (license bracket has an indent to allow the frame harness to get inside the fender)

Pretty easy work and you will have a very nice and clean setup.
