If they say the holes are counter bored it means you have to replace the studs with screws. The OEM cover is like your electric start cover in that it is flat on the outside and you use nuts and washers to secure it.

They make after market replica covers for between 49 and 100 dollars depending if you want, polished, chromed or cast. The cast covers are the replicas of the covers they used from 1936 to 1950 and 51 to 67. The kicker was removed after 67 on the FLH and reappeared on the FX models in 71. They changed it slightly in 78 and added a small allen plug to gauge the oil fill rather then filling it to the bottom of filler plug threads.
