Need a little wiring help...

Today I took off the primary cover and tried starting it. The starter pinion gear spins, but it isnt getting pushed forward to engage the clutch gear. I know the guy who had it before me was supposed to have rebuilt the starter but its not working like i think it's supposed to. Any way to fix it? Or should I just get a new one?

You're a accident/fire waiting to happen mate, I appreciate everyone has to start somewhere, but!!
Get yourself a proper manual and follow it.Wiring by trial and error can be expensive.

With the outer primary cover on , pull the cable that goes to the starter only leave the battery side hooked up then hit the button , you'll hear the bendix banging into the ring gear if the solenoid is working . Button doesn't do it try jumping from the battery post to the small post on the solenoid and see if it works , this bypasses the relay and all the upstream wiring . If it does you know the hardware is good you need to look at the wiring & relay .
You can also go direct from the battery to the starter to see if it spins freely or not , it won't pull in as long as the cables off the solenoid .
These are real basic checks of the system to find out if the big parts work or not .
