That's the opposite of typical trouble.
Generally when the motor is slow at an idle the charging system drops down too and the light would dim.
Rev the motor and speed up the rpms and the rotor / stator produces more output and lights would become brighter.
First thing is always be certain all battery cables are tight and corrosion free .... on both ends, not just at the battery.
Other than that do the AC voltage test of the stator output. Then check after the regulator and see what DC voltage you have. This could narrow it down.
BUT, a battery that doesn't hold a charge well will tax your recharge system and has been the cause of many stator burn outs.
Do you run any additional (other than stock) lighting? The bike only gives you so much current for accessories, exceed that and you put a strain on the whole system.
Let us know what you find out.
