My first H-D was a 1974 Electra Glide that I bought used in 76 and although I do not currently own it, here is a photo of the bike from back then. The rear of the left footboard was bolted to the aluminium outer primary cover. In fact it was the very first thing I noticed about the bike.
The boss on aluminium outer primary covers is even shown in some of the appropriate H-D parts catalogs.

Took a minute and Checked... the '58 - '64 Frame does in fact utilize the Frame mount tab on Both sides... so the "twizted one, would be correct on early (non Shovelhead) models...
No Harm... No Foul ... this would be a Bad Place, if we need to Reprimand, and Harp, an Honest Mistakes!!!

I’ve owned a Duo-Glide since 1977 and I am well aware the 58–64 frames have a tab on both sides for the back of the footboards but the frame concerned is not 58–64.
The OP asked for help with info about his frame and that is the frame I addressed. The OP was told his frame was missing a tab for the footboard but I disagreed. And I did so without reprimanding anyone. If nobody disagreed about the alleged missing tab then where would that leave the OP? He would be left thinking that the tab was indeed missing. But it isn’t missing because it was not required in the first place, given that the frame looks like a mid/later-75 to 76 model as I mentioned in my first post.
