Go back to the picture I posted, they do not engage or go anywhere, just the way they treated the end condition to make it look good aesthetically.

and yes..it is self explainatory...

Note tho... the "studs" would go to the frame for the Bag Rails...and obviously are Not in play without Rails!!!

attach the Bag mounts...and look again...

Yes, I am not a mortal human...I guess that makes me immortal...lol

Self-explanatory somewhat as I did not see the tabs on the bumper attached to anything....just seemed like the tab at the end of the bumper (not the cross bar) should be hidden.... I am not talking about the studs. The studs will be removed.

I don't see those tabs on the bumper in Architects pics.

They are there on my bike, some engineer got creative instead of just ending the chrome and made it "fancy". Serves no purpose and does not engage anything. With the bags on you will never see it again. Carry on.

Its just there to hurt you a little more if the open fender happens to fall on your head.

Comical Visual... but mounted correctly...it is not touching the rear fender.. it mounts to the Bag mounts, and would need to be removed [as I remember] to "flip" the fender...
