WM435, what you have pictured there is a component that attaches to the frame-mounted buddy seat passenger handrail. Set up looks like this (pic from my 84 FLH)...
When you flip the rack over you will see that the bar actually goes through the rod on the luggage rack. Comes apart quite easily though, lock washers and nuts on each end of the rails is all that keeps it together

Well let me tell you it worked I was able to change my factory original comfort flex seat to the original factory frame mounted seat. All in all I spent 500 for the seat, 65 for the buddy rest, 60 for the luggage rack that I shown in the first picture..I ended up taking apart the extra luggage rack and took the metal bar and the mounting block in the middle with the hole already drilled and put it on my other nicer luggage rack..I of course cleaned up the middle metal bar first until it was nice and shiney...I had to also move the luggage rack one slot back which was easy, however I had to manufacture my own spacers because my local hardware store didn't have the spacer size I needed. I simply took some spacers from my comfort flex seat and shortened it until I got the spacers I needed.
