Add the baffles for some extra back pressure?
Can't really give any objective advice as I am still building my bike - but I have the RB racing Pro Stock 2:1 on it instead of the horrible fishtails it came with and they sent me a FOC baffle kit with it. Thinking about installing it....
I also got the O2 sensor and gauge they offer, so plan to have quite lot headaches and fun tuning it.

It has baffles already, I'm completely rethinking the direction Im taking on this bike anyway so I've bought nothing yet. I like these fishtails!

I'm confused. I thought the whole point of riding a Shovelhead was to be loud and obnoxious
Man, I LOVE the look of that bike (looks a lot like my converted 76 FLH) but I understand noise aggravation. Funny thing is the bike that annoys me the most noise wise is my 2010 Ultra Classic. That windshield echoes every exhaust note and **** rumbling right back at me.
I ran a set of Cycle Shack pipes like this:

for a while and loved the way the bike ran (I know these aren't for Shovels but the style is the same). The S&S Super E played real nice with them. The funny thing is I got less noise from a set of 2" drag pipes. I guess the mufflers kind of spread the noise out where I could hear it, where the drags just sent it all straight back.
I would say just tinker with a few different types of pipes if you can get by swap meets or pick up a few used sets off of Ebay. If you find a set you like then you can spring for a new pair of that same make/model.
I know it's just my opinion but I say work with that bike until you find a combination you like. Maybe I'm just weird but Shovels are just special. Ain't no two ways about it.
