What Is The Very Best Shocks I Can Buy For My 2013 CVO Roadking?
I want a smooth comfortable ride with perhaps better handling than my Harley cvo shocks

Without a doubt, I would check out Ohlins, JRI's if you want top of the line.
You will get what you pay for!
Others opinions may very, but if you want the BEST, I would choose one of the above.

Yep! What he said,,, must say though, I'm very happy with the hand adjustable shocks that came with my 2013 SERK. They are a huge improvement over the air shocks that came on my 2010 Ultra Classic! I bet ya wont have any problems selling the shocks ya take off. Let us know what ya decide & how ya like em. Good Luck!

OHlins, thats what Im doing this time around. Thats stated from lessons learned the hard way. Also going to look at Ohlin fork setup too.

Öhlins... hands-down. Separated are probably good enough for most, but if cost is no object and you want lots of bling go for the remote reservoir.

Before you change your shocks, try cranking the adjustment to 2 up riding all the time. You'll find the ride a little bit firmer and the bike will handle better, specially if you ride on rougher roads.

I really like the grey contrast on your front fender and lowers, good choice.
Did you use one of those shocks on your 09?
