How do I get a CVO parts catalog ?

First response to your post is correct, however, there are two others ways to obtain the catalog you mentioned,
1) Prove to HD you have 2M in Cash, & then will construction a 4M building & then stock it with 2M in inventory.
2) buy a CVO.
Most CVO parts become available in their parts catalog within 12 to 36 months.

You can always buy the parts manual for the bike you are looking to get parts from and then hope whatever you want is not VIN restricted.
