Not true at all, the slip-ons make a huge improvement over stock, way way louder.

Really want to try obnoxious? Leave your mufflers on the bench, and go for a ride.
Trust me, the neighborhood will notice you

There is not a slip on out there that is loud and obnoxious with catted head pipe. Louder, yes but not loud and obnoxious.

I went with Rinehart, a cam and Bassani Catless head pipe and like the sound. I like the sound of the Tab as well and the Tab is louder but my choice was the made in North Carolina Rinehart DBX45.

The cam and head pipe can make a difference in performance and sound so don't overlook that and be aware you may loose power chasing the sound first when choosing exhaust. I am happy with my sound of my setup as it sounds great under load but I can coast into the drive at night and not wake the dead.
However, next time I "MAY" go performance as in 2 into 1?

OP asked for just slip ons.

as others have said
KROMEWORKS
TAB
REINHARTS

If OP is only asking about making more noise...

TAB 4.5 with Zombie baffles was too loud on my 2023.5 CVO with VVT. Yet sound very good on a friends 117 Road Glide. Tried their 2.5 louvered baffles, and it was too quiet. What I think sounds good is the 2.5 baffle in the right muffler and the zombie in the left muffler.
