I have a 13 CVO King I did my version of the 117 on. I used the HD cylinders and 5.3 injectors. Then I used CP custom made pistons, 11.4 compression. Head work by HD street performance. Woods TW 9B-6 cam, woods Alpha lifters and an HPI 55 throttle body. It has more hp and more torque than the HD kit, and also more of both than my 18 CVO Road Glide.
Both bikes are a blast to ride. I will say the M8 117 has the most low end torque of any stock Harley I have been on. I also know Stock the 18 CVO 117 made more power than my 15 CVO 110 with a head pipe, mufflers and tune.
I really do not think you can go wrong either way, if the 110 to 117 is built right.

Used the HD pistons and jugs, MVA heads, T-Man 625 cams, 5.3 injectors, 58 tb, etc etc. only ran off 117hp, but made almost 128 torque.
I was always disappointed in there HP, but she just runs sooooo smoooooth. Great touring motor. Big and dumb, octane doesn't really effect bit much etc.

Well, buying a new bike just for some performance upgrade is probably a stretch. However.... if you see a great color and all the upgrades from your 2016 to the 2019, then its a whole different ball of wax!
